She tries very hard to go, I think she is constipated. She is contantly at the vet getting medicane and stool checks. I just want her to feel better. She also is very matted and her hair keeps falling out in tufts. We have no money for a groomer and I am afraid to do it. I could if I needed to to make her more comfy, what do you think? Scissors and cut out the mats and give her the best bath ever?

Well...what has the VET said about the problems having bowel movements??? It could be what you feed her. Feed her a good quality (non grocery store brand) dog food...I feed Canidae All Life Stages dry. It may very well correct both problems.
P.S. The dog food may help with the coat, but she will need groomed to get all of the matting out. Sorry...I wasn't clear about that part.

Get a second opinion from a different vet.
Save up your money and take the dog to a groomer. Getting rid of mats is PAINFUL for the dog especially if you don't know what you're doing.

Borrow money. This is just completely unfair to your dog. While at the vet, have them run the clippers through her matts, do not use scissors - if the matts are close to her skin you may cut her.... and you'll end up back at the vet.

use clippers and shave out the matts. Brush her regularly.
I'm not sure what your question is regarding the constipation.

You should know what your dog is being medicated for an why the stool checks. The vet techs in your vets office should be able to tell you that if you didn't hear it from the Dr. If the dog is constipated adding a Tblsp. of oil to her daily ration could help and making sure she drinks enough water.
The tufts probably have to do with the midwinter shed. I don't know how many breeds do this but it is January in Minnesota and one of my German Shepherds is shedding chunks. All the ones I have had have done this. I would start with the bath and use human hair conditioner liberally. Be prepared for a ton of hair in the drain when you are done.
Don't try to groom until the next day then only do a small section at a time. The under coat that is being shed will "bloom" like an old cattail and you will want several paper bags handy for the mess. you don't say how big your dog is but curved cuticle scissors or bandage scissors with a knob on the end will let you cut mats easier without risking cutting the skin. Try to get under a small part of the mat then instead of cutting it completely off try to split it by working away from the skin toward the ends of the hair. Slit it in several places and it should start to be able to be pulled or combed apart. That way your dog won't have big bare patches. Of course some may be so tight to the skin that shaving them off is the only way. Take it slow, use lots of treats and reassurance. you are a sweet heart for wanting to do this for your dog.
